This was at the graduation of the 2009 Animal Control Officer Academy at the Criminal Justice Training Center.   BLEA Assistant Commander Rich Phillips is my friend and a sergeant with the WA State Fish and Wildlife Department.  I am the director/coordinator of the Animal Control Officer Academy.
